Oklahoma House Report by Rep. Cindy Roe

We are making meaningful progress at the Capitol, and I am pleased to share that House Bill 3288 has cleared its first hurdle.

The measure was approved unanimously in the House Common Education Committee on an 11-0 vote.

I will now be asking that it be considered in Education Oversight as it moves to the next stage.

This legislation focuses on something simple but powerful, which is making sure our students have adequate physical activity built into their school day.

Research continues to show a clear connection between consistent movement and improved classroom performance, stronger mental health and better long-term well-being. When children move more, they are better equipped to learn.

House Bill 3288 sets clear daily activity expectations for students in full-day pre-K through 12th grade.

It calls for about 30 minutes per day for younger students and about 45 minutes per day for students in grades six through 12. Recess would still be important, but it would not replace structured physical education.

This bill is about setting students up for success.

When kids are active, they are better able to focus, manage stress and learn.

As the measure moves forward, it will continue through the committee process. Bills that advance from policy committees are reviewed again in oversight committees to ensure proposals are necessary, effective and carefully considered before becoming law.

This week also brought meaningful moments beyond policy debates. We recognized Alzheimer’s Awareness Day at the Capitol and heard from families who are walking through the challenges of this disease. Their stories were a reminder of the need for continued support, research and compassion for those affected.

We also recently observed Rose Day, a time when many gather to affirm the value and dignity of every human life. It is always a solemn and heartfelt event that encourages reflection on our responsibility to protect the most vulnerable.

The Capitol is a busy place, but some of my favorite moments happen back home in the district.

I truly enjoy visiting with students and seeing so many bright faces from our schools. Watching young people grow and thrive is one of the greatest blessings of this job.

I hope each of you had a wonderful Valentine’s Day surrounded by those you love. It is an honor to serve you.
